Water/Sewer District Feasibility Study
Montgomery County, New York

Montgomery County retained JRFA to evaluate the feasibility of establishing a Regional Water and Sewer District. The proposed district included various municipalities; including the City of Amsterdam, and the Towns of Amsterdam, Florida, and Mohawk in Montgomery County. Additionally, the neighboring Town of Perth, in Fulton County, is also included in the district.

The scope of the services includes the following:

  • population projections
  • capacity and estimated demand on existing facilities over 50–100 year design life
  • evaluation of alternatives to existing or build new facilitates
  • evaluation of ownership and compensation alternatives for existing facilitates
  • cost/benefit analysis of a Regional Water/Sewer District, including analysis of providing services outside the study area
  • preliminary identification of environmental issues associated with the project
  • identification of advantages/disadvantages associated with Regional Water/Sewer District
  • identification and analysis of institutional/management alternatives
  • identification and analysis of potential funding sources
