DEIS-NYC Watershed Rules and Regulations
Coalition of Watershed Towns, New York
When New York City issued the Draft Environmental Impact Statement on its proposed Watershed Rules and Regulations, the watershed communities of Delaware, Greene, Schoharie, Sullivan and Ulster counties formed a coalition to contest the proposed regulations. The Coalition of Watershed Towns retained J. Robert Folchetti and Associates to provide technical review of the wastewater treatment issues addressed in the DEIS.
Specific issues addressed include the following:
• pollutant loadings to specific existing wastewater treatment plants
• potential water quality impacts NYC
• estimated effluent quality resulting from NYC specified treatment processes
• feasibility of subsurface discharge or treated effluent in specific communities
• limiting distances of surface/subsurface discharge of treated effluent
• Giardia and Enteric virus removal technologies
• nutrient removal techniques
• regulatory review/interpretation by NYSDEC
• wastewater treatment plant expansion
• standby power
• capital cost estimate review
• potential water quality impacts to the NYC water supply
