JRFAassisted the Village of Brewster in securing a $25.4 million grant to upgrade and operate its wastewater facilities and to extend service throughout a major part of the Village. Work performed by JRFA included:
Upgrading of the NYC owned wastewater treatment plant to bring it into conformance with the new Croton Watershed removal criteria, including the siting of the expanded facilities
Preparing a plan for the Village to take over ownership of the wastewater treatment facility, including a lump sum monetary grant to cover future capital costs, and 80% of the WWTP O&M costs in perpetuity
Extending the sanitary sewer system to service most of the Village properties, including the municipality providing property connections and house service laterals
Preparing a storm water modeling program that identified treatment requirements for NPS pollution in a tributary to an NYC water supply reservoir
Designing new parking and recreational facilities to service Village residents
Developing a comprehensive plan to determine the best alternative for long range compliance with the Croton Watershed Plan
This entire program, which is currently underway, will almost entirely be paid for by secured grants. The Village's local share of the cost of the work will thus be modest.JRFA was a principal architect in both the Village plan and in the negotiations.
